Woodwool slab roofs are commonly found on older commercial flat roofs, but they are often misunderstood and sometimes confused with Stramit or strawboard decks. This can lead to poor survey decisions, inappropriate specifications and unnecessary risk.
In this article, we look at how woodwool slab roofs should be assessed, what surveyors and building owners need to consider before repair or refurbishment, and why understanding the deck beneath the waterproofing is essential before deciding whether to retain, overlay or replace it.
Woodwool Slab Roofs: Why a Proper Survey Matters Before You Specify Repairs or Refurbishment
Woodwool slab roofs are one of those flat roof constructions that can divide opinion very quickly.
Some people see the words “woodwool slab” and immediately think fragile roof deck, replacement and risk. Others have worked on woodwool roofs that have remained in service for decades and will quite rightly say that, when kept dry and properly supported, some of these decks can perform extremely well.
The truth sits somewhere between the two.
A woodwool slab roof should not be assessed by assumption. It needs to be surveyed properly, understood properly and specified carefully. The wrong approach can either leave a client with unnecessary cost, or worse, leave a fragile or deteriorated roof deck in place without understanding the risk.
What is a woodwool slab roof?
Woodwool slabs are a man-made board material generally formed from shredded timber bound together in a cementitious matrix. In roofing applications, woodwool slabs were commonly used from the 1960s through to the late 1990s as a flat roof substrate, insulation layer and, in some cases, as permanent shuttering to in-situ concrete.
They are not all the same.
A woodwool roof deck may be:
plain faced;
pre-screeded;
pre-felted;
channel reinforced;
supported on timber bearers;
supported within steel channels;
used as permanent shuttering beneath another deck;
overlaid with a site-applied screed to create falls.
That variety is exactly why a woodwool slab roof survey needs to go further than a quick look at the waterproofing.
A channel-reinforced woodwool slab spanning between steel supports is very different from a slab supported on timber bearers. A dry, pre-screeded slab with a well-bonded waterproofing system is different again from a wet, damaged or deflected deck that has suffered long-term moisture ingress.
Why woodwool slab roofs need careful survey
When assessing a flat roof with a suspected woodwool slab deck, the first question should not be “Can we overlay it?”
The first question should be “What exactly are we dealing with?”
Before any reliable recommendation can be made, the survey should aim to establish:
the type of woodwool slab present;
whether the slab is channel reinforced;
whether it is supported on timber bearers or steel sections;
whether the slab is pre-screeded or unscreeded;
the approximate thickness of the slab and any screed;
the condition of the underside;
whether there is visible staining, softening, cracking or deflection;
whether there has been historic water ingress;
whether the existing waterproofing is bonded or loose;
whether stripping the waterproofing could damage the deck;
what new system or loading is proposed.
This information is essential because the condition and form of the deck can completely change the recommendation.
A dry deck in sound condition may potentially be retained and overlaid, subject to appropriate structural confirmation and safe working procedures. A wet, damaged or poorly supported deck may require a very different approach.
Start from below where possible
A robust woodwool slab roof survey should ideally begin internally.
Where the underside of the deck is visible, the internal inspection can provide valuable information before anyone considers stepping onto the roof. The surveyor should look at the deck type, support arrangement, orientation, span, exposed edges, evidence of staining, cracking, deterioration, deflection or localised damage.
This is particularly important because the external waterproofing may hide what is happening below.
A roof covering can look tired but still be supported by a dry, stable deck. Equally, a roof covering can mask localised deterioration, moisture damage or loss of support beneath.
Internal inspection is also helpful in distinguishing between different deck arrangements. Woodwool may be installed as a structural roof deck, supported between channels or bearers, or it may form part of a more complex construction. Without understanding this, any recommendation to strip, overlay or load the roof further is on weak ground.
External inspection and core sampling
The external inspection should consider both the waterproofing and what the condition of the waterproofing may be telling us about the deck.
Signs that need careful consideration include:
ponding water;
repeated patch repairs;
blistering;
delamination;
open laps;
localised depressions;
undulations in the roof surface;
soft spots;
cracking;
vegetation growth;
defective outlets;
poor falls;
evidence of long-term leakage.
Some of these defects may be confined to the waterproofing. Others may indicate issues below the covering.
Core sampling can then help confirm the roof build-up. This may include the waterproofing layers, screed, woodwool slab thickness, whether the slab is pre-screeded, and whether moisture is present at the sampled locations.
The condition of the core can also be useful. Sound woodwool tends to chip and flake when sampled because the timber fibres are held within a cementitious binder. Where the material is wet, degraded or poorly bonded, the behaviour may be different.
Moisture testing at core locations is not a guarantee of the entire roof condition, but it can provide an important steer. Dry cores may support a case for retention and overlay. Wet cores, or evidence of prolonged moisture exposure, should raise concern.
The danger of stripping without thinking
One common mistake with older flat roofs is assuming that full removal of the existing waterproofing is always the best starting point.
With woodwool slab roofs, that is not always the case.
Where the slab is pre-screeded and the existing waterproofing is well bonded, aggressive stripping can damage the screed or the woodwool slab itself. In some cases, the existing waterproofing may be better retained, prepared and incorporated into the refurbishment build-up, subject to suitability and moisture condition.
That does not mean overlay is always correct.
It means the decision should be informed by the construction, moisture condition, bond strength, deck type and proposed future use.
Sometimes removal is required. Sometimes retention is more sensible. Sometimes only partial removal is appropriate. The point is that the specification should follow the survey, not the other way around.
What is going back on top?
A woodwool slab roof cannot be assessed in isolation from the proposed works.
A small local repair is one thing. A warm roof overlay is another. A tapered insulation scheme, ballast, plant, PV panels or regular future maintenance traffic changes the risk profile significantly.
Additional loading may include:
insulation;
cover boards;
tapered insulation;
new waterproofing;
walkway systems;
plant supports;
solar PV mounting systems;
ballast;
maintenance access loads;
temporary construction loads during the works.
This is where structural input may be required.
A roofing contractor or surveyor can comment on condition, build-up and waterproofing strategy, but where the proposed works increase loading or rely on the existing deck for ongoing support, a structural engineer may need to confirm whether the deck and supporting structure are suitable.
This is particularly relevant where the deck is old, the support arrangement is uncertain, or there has been evidence of long-term water ingress.
Woodwool and HSG33
HSG33 is important because it puts safety first.
The starting point with any roof survey should be caution. Roofs should be treated as fragile unless a competent person has confirmed otherwise, and this is especially relevant with older roof constructions.
Woodwool can be fragile, particularly where it is wet, damaged, thin, inadequately reinforced or where its condition cannot be confirmed. This means safe access must be properly planned.
In practical terms, that may mean:
inspecting internally before accessing the roof;
using drone or MEWP inspection where appropriate;
avoiding walking the roof until the deck type and condition are understood;
using staging, crawling boards, edge protection or other control measures where required;
ensuring access arrangements are suitable for the roof and the survey task;
obtaining structural advice where there is uncertainty over support or load capacity.
However, woodwool also needs nuance. It should not simply be placed in the same mental box as every other fragile board material. The survey needs to establish what is actually present and what condition it is in.
Woodwool is not Stramit
One of the most common points of confusion is the difference between woodwool slabs and Stramit, or strawboard.
They can look similar to those unfamiliar with them, particularly during a quick inspection or where only a small section is exposed. But they are very different materials.
Woodwool is generally formed from shredded timber bound together with a cementitious binder. It has a more mineralised, rigid character. When sampled, it usually chips and flakes because the fibres are held within the cement matrix.
Stramit is compressed straw between facings, typically paper faced. When exposed or sampled, it tends to pull apart as compressed straw.
That distinction matters.
Stramit has very different structural and durability characteristics. If Stramit is identified during a roof survey, my view is that it should generally be treated as a fragile deck and replacement should be anticipated. It is not something I would approach in the same way as a potentially retainable woodwool slab deck.
With woodwool, the recommendation depends on the precise construction, condition, support, moisture history and future loading.
With Stramit, the risk profile is usually much less forgiving.
Repair, overlay or replacement?
The eventual recommendation for a woodwool slab roof will usually fall into one of three broad categories.
1. Replacement
Replacement may be appropriate where the deck is wet, damaged, inadequately supported, deflected, structurally uncertain or unsuitable for the proposed works. It may also be appropriate where the client wants to remove future residual risk or where the building is undergoing a major refurbishment.
Replacing the deck with a modern non-fragile substrate can provide a cleaner long-term solution, but it is usually more disruptive and costly.
2. Retention and overlay
Retention and overlay may be possible where the deck is dry, stable, adequately supported and suitable for the proposed loading. This may involve preparing the existing surface, retaining suitable bonded layers, introducing a vapour control layer, insulation, cover board and new waterproofing.
Where additional loading is introduced, structural confirmation should be considered.
3. Limited repair or interim works
In some cases, a client may not be ready for full refurbishment. There may be lease constraints, budget restrictions or short-term operational considerations. In those situations, carefully caveated interim repairs may be appropriate to reduce immediate water ingress risk.
However, this should not be confused with resolving the underlying roof condition. Interim repairs must be clearly described as such.
The survey drives the specification
The biggest mistake is trying to specify the roof before properly understanding the deck.
A meaningful woodwool slab roof survey should consider the visible condition, internal structure, core sample findings, moisture history, existing waterproofing, likely damage from stripping, proposed future build-up and any additional load.
Only then can the correct route be identified.
Sometimes the right answer is full replacement.
Sometimes retention and overlay may be reasonable.
Sometimes more investigation is required before anyone should commit to a specification.
And sometimes the safest answer is simply that the deck cannot be relied upon without further structural assessment.
Final thoughts
Woodwool slab roofs are not automatically a disaster, but they are not something to guess at either.
They require a careful, evidence-based approach.
The roof covering might tell part of the story, but it does not tell the whole story. The real answer is often in the deck below, the way it is supported, how it has dealt with moisture over time and what the client now wants to put on top of it.
And while woodwool is often confused with Stramit, the two should not be treated as the same material. That distinction can completely change the survey approach, the safety precautions and the refurbishment options.
